Force on a dielectric in a capacitor

Voltage is applied to two parallel wires. When the parallel wires are dipped in a liquid dielectric (glycerine is used here), the fluid level between the wires rises due to the electric forces acting on dipoles in the dielectric in the region around the edges of the tips of the wires, where the field is not uniform.
