A tall cylinder is filled with water. The cylinder is sealed except for a long tube that extends down into the water. When the cork is removed and water begins to flow, it will flow out at a constant velocity regardless of the height of the water in the cylinder. The tube provides atmospheric pressure at a constant height above the exit.
