Off center cross beam changes moment of inertia

Two metals bars have cross beams with heavy balls at the end. One has a straight cross-beam and the other’s cross beam is at an angle. The demo with the straight cross beam is relatively easy to set spinning. The demo with the cross beam is considerably more difficult to set into rotational motion.
